Let's be honest, getting Local Celebrity is one of the more difficult achievements, as it's mostly luck. If you've spent way too much time chasing after people that just don't seem to want to photograph you, you're not alone! Below is the method I used after way too many hours of frustration yielding only 2 or 3 photographs, and the best part is that it honestly only took me about 15 minutes!
Location

Head to the spot pictured in the screenshot. This is the intersection directly next to the crow manhole cover, near the laundromat, on the road towards the construction site and the fruit market.
Instructions
  • Make sure you are facing SOUTH down the main road towards where the crow originally gave you your first fish (this allows optimal NPC spawning as they will not spawn in your field of view).

  • Position yourself similarly to the included screenshot; out of the road and a little bit farther back on the sidewalk so people are less likely to trip over you.

  • Wear a hat and use an emote (preferably a looping one like sitting), as this seems to slightly increase the odds of being photographed.

  • When people who are HOLDING PHONES without a shadow over their eyes walk in front of you, meow once. A good amount of them will stop and snap your photograph. (Some NPCs are just plain not interested and no amount of meowing or following will yield results, so don't bother.)

  • In about 10-15 minutes with good NPC spawns, you'll have your achievement!

For anyone coming around in the future.
I found the method of knocking over anyone with a phone, and as they get up nuzzling them before/during the time they pick up their phone. Even though they are angry, meowing got me a photo a good 90% of the time.

I have found that meowing repeatedly works sometimes when they are not interested after the first time. They just kept walking but after 5-10 meows they suddenly took a photo. Some even turned around completely after walking right past me.

I think this feedback was very helpful. So, thank you for posting!

That said, I earned this without any emotes or hats.

I think the trick is to find a path where you can predict where the person is walking (like shown) and then be a certain distance away from them (and only meow once, for those without shadows in their eyes).

However, I think the photo was helpful, and I think most of my photos occurring along a loop that you can access at the beginning of the game (going along to the mayor and a recycling bin near the machine that awards the greatest number of cans when you run into it).
