That is different, kamikaze would involve ramming a the ship into another enemy ship with the goal of destroying it. Scuttle just involves self destructing the ship. You might scuttle a ship if you no longer want it for example or to prevent capture by the enemy

Scuttle means to sink ones own ship, self destruct is another term for it in this context.

From testing by the way Retire only returns about 80% of the ships value and not all ships can be retired. Capital ships don't seem to have the option, it requires redocking with the mothership.
