I can atest to that I kidnapped the old lady to scape after distracting her with a paper ball. Altough I don't recommend kidnapping no one, they generally need to be distracted first and corner bags are risky. I think it's safer to wait like you and go on your path, always sticking to the outer walls.

I didn't use it but you can try knapping people there (I'm not familiar with that word but that's what it is called in the game. Basically, put a bag over people's heads). I think that should make it easier to get through there and shouldn't mess with your rating.

It was the 6th level that made me come here, either the artist or the painting lady always put me in a corner and get me caught.

This is definitely one of those games where a video guide actually helps.
