Once you reach The Town Hall level or before you start a new game open the cheat menu and type in:

BRIMSTONEINTHEBAYOU

Now

• If you were at The Town Hall simply finish the level and it should take you to the The Hill level
  
• If you start a new game play the game normally and once you finish The Town Hall level and it should take you to The Hill
