Warlock Masters are the Lord which is always recruit-able.
Warlock Engineers are the Hero which indeed would not be possible to recruit on turn one.
- Under Cities are your friend, recruit a warlock engineer and send him off to start planting under settlements in places you either aren't going to occupy, or won't be at for awhile. Spam the food building and do NOT do the spread building.
- Less is more, Skaven pay food for every army/settlement/under-city they own, for early game you should focus on getting 1 quality army and then go can go raiding / sacking to heal your food before trying to expand and the spread building in under cities can easily bite you later on if you're not careful.
- Pastures resource is OP. This applies to all Skaven, any settlement with pastures is amazing at helping you since that gives you food.
Best of luck!
