to win as romania you have to peacefully annex moldova using your army. the small neighboring country north of romania is moldova. click on their grey countryball and send your spies to discover it. after you discovered moldova, click their army countryball and look at their weak army and upgrade yours to be better than theirs. there is also the russian army, so make sure that your army is better than both. use your money because this is a situation that really needs it. prepare your new forces for a peaceful military operation.
to win this, i recommend you to make your army's strength 11. that value is perfect for the peaceful annexation.

using your new great army you have to send them to moldova. click on their countryball and press the 'colonize' button. your army will visit them and a great unification will happen if your army is strong enough, if not they will come back home weakened and you have to redo everything

if you completed all the steps, moldova is yours and you have completed romania's goal. now sit back and relax. do not spend any money in the new land you have and do not boost their local army, do that only if filthy rebels try taking it away from you.
