Drug Safety Filters Reborn

Reupload for 1.5 of Kayedon's Drug Safety Filters (see here https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2878559679 ).

Creates two new categories in the Storage and Assign (if applicable) UI's, allowing better visual sorting of what drugs can be safely consumed without fear of addiction (vanilla: Penox) or never safely used (vanilla: Flake, Go-juice, Luciferium, Wake-up, Yayo). Does not remove the items from the primary Drugs (or other) lists.
