COR DE patcher (COL patch required)

What it does:
Changes the load-outs of custom NPCs introduced in DynamicEuropa such as the pirates and soldiers during the outpost takeover missions to be balanced for and spawn with equipment from COR. Without this patch, these NPCs might spawn without the correct type of ammunition for their weapons and thus become defenseless if playing with COR.

Yes this does require the COL patch, this is done so that COR and this patch aren't integrated together (would bloat files)
