First get to green as shown and wait a few days. Then purchase (each separately) the washing machine and then anchor AT asking price. Then have lamp shade, trombone case and vintage cookie jar all haggled together. I initially went for $155 then again $155 (no success), price was 165 counter offer so I offered $160 and it got accepted and immediately unlocked the achievement.
