Go to the Battle tower and clear floors B31 to B35.
Those floors have a Battle effect that basically doubles your limit gauge rate, Basically just grind the battles from those floors, you can slightly speed up the limit usage (because you're not damaging the enemies) if you use defensive LBs or LBs that have a small charge rate like Tifa's Somersault
