Here is the picture of the Tier One building pattern you need to pop this Achievement.

To make a cross of Tier One buildings, it is critical that you place the last Tier 1 building in the centre of the cross (or it won't work.)



The other buildings on the map don't matter for this achievement, so make the space you need for the cross anyway you like. Good luck :)
