This item is designed to be a stop gap item for mid/late-game
Where some biome cannot get enough of skilled workers but are overflowing with unskilled workers.

Essentially converts 2000 Unskill workers to 1000 Skilled workers and store 2000 more skilled workers
Unlocked at 16000 Population (same time as the university)

Vocational School for the cities that needed more skill workers,
directly trained from unskilled worker by some highly skilled workers
with the cost of some steel and science.

Requires University to be build but have higher coverage range than High School

Coverage Range: 10 instead of 8
