Fewer AI cheats

this is only useful if you play on hard or very hard when ai gets supre cheats

the Ai and player now have closer or equal footing in all difficulty levels except legendary in these areas:
public order/ control
recruitment slots
occupation resistance
horde growth
intrigue cost for elven court
attrition now is dangerous for ai but not 100% because ai dumb.
replenishment for ai should be same as players

does not modify legendary difficulty

these are all i touched because the ai is dumb and does need some boost but at least its less annoying with these toned down.
I didnt change legendary mode at all because well its supposed to be the most epic struggle against all odds
