Does this work?
I set my Bakeries and Windmills to a minimum of 25, and a maximum of no more than 50 extra Bread and Flour each.
Once shelters are stocked and that 50 limit is reached, the millers and bakers shut down and become laborers again until the minimum of 25 is breached and production starts again.
This lets the supply of grain remain stable in storage well over two to three years if need be.
You will need to adjust these numbers as you get to higher populations to keep supply on hand and food flowing.
When you upgrade your Bakeries make sure to set limits on the confections they produce or you will run out of everything quick.
Everyone gobbles that stuff up.
Not leaving a space between your farm fields is inviting crop disease to wipe out your whole food supply.
This configuration will only work on free-build, no adversity maps.
