描述
This mod causes Barbarian Clans to convert into Free Cities instead of into City-States in Barbarian Clans mode. I recommend using Leugi's Free City Flavour Mod for names.
  • Convert Barbarian Clan into a Free City whenever the UI detects one at least 10 points from converting to a City-State
  • New Free City has population equal to the current Era
  • Increases the Conversion Point requirement by 10 to compensate
  • Hides the difference in the UI so that it appears seamless
  • Update in-game text accordingly
  • Add notification

I tried it with Free City States mod but did not progress to city state, it stayed as free city only.

I really love this mod! For my next playthrough I'll be using the method below to make them turn into city states after a time as well.
It'll give a nice , storied flow to their evolution.

My plan is to use it in combination with Free City States as a progression. Barbarian Clan -> Free City -> City-State

To make what you are suggesting, change the number "10" to "1" everywhere I used it. I found if the offset was only one, about half would turn into City-States.

btw, is it possible to make some of them become city states, while some of them become free cities?
