WTF customize a bit your game and is more than fine!! ROME conquered the known world with heavy SWORDS infantry as BASIC TROOPS, 10 cohorts 4 1 legion the 1st cohort was double men composed (960) .. others were just avxiliary troops to get the machine perfect on every field but the core were LEGIONARY.

Just recruit lots of armies of auto resolve garbage like rararii or eastern spearmen. Trust me. They perform so well on auto resolve -> I;m pretty sure that two rorarii can beat one triarii on auto resolve. It is true though that generally swords beat spears.
