We specially called out that the tree height is an issue.
Which assumes that you will use trial-and-error with each tree height until it works. Not wait for someone to treat you like a 3rd grader.

I located a spot with lots of trees and water (outside the town), so I built around it and included the things on the list, but it didn't work at first. The height of the tree is the reason it didn't work. Trees come in three varieties. The tiniest, the biggest, and the middle height. I tried each variety, but the middle height tree was the only one that triggered the Cantlin Garden.

Of course you need it to be a seen as a room so dont forget the door and the 2 block height walls. I used dirt, saloon Doors and Windows, based on the template given for the Hammerton Garden
You don't need to grow the tree, the right size tree is ALREADY THERE.
So I know what you did. You went out there trying to grow a tree. Why? You can't grow trees outside of town BUT YOU DON'T NEED TO.
There are at least three that are the perfect size, right there near the water. The one in the screenshot is already there.
