Well, they are there for you to use and create something like that if you want to.

I have a suggestion, since refugees sometimes appear alongside rebels, there could be a more militarized version of refugees.

Regular version: only for refugees
Gas mask version: only for rebel
Night vision version: only for medic

to give more variety :P
