1) Open up Nvidia Control Panel

2) Select Manage 3D Settings

3) Scroll down to "Power Management mode", click it, select "Prefer Maximum Performance" as shown below, and click Apply

4) Next, in the program to customize section, select FEAR in the list below.

5) Scroll down to "Max Frame Rate", click it, and set the FPS to "144" as shown below (This is my preference, but you can set it to 60, 90, or which ever you want, but I recommend 144 as the max), and Click Apply.


6) Once done, Exit out and reopen up FEAR. You should see an improvement with the fps maxing at 144 at the upper, right corner with the stuttering gone. I also tested it in Slowmo with these changes and I definitely noticed that the stuttering has vanished as shown below.
