I know what door your talking about for Cell #10. I had the same problem. Turns out the blue section door was glitched. It should have opened when the lights came on and I had to use slingshot, later in the game, to get through. Hope this helps anyone else having this same issue.

Anyone know how to get the section of the Crystal Pits open where #10 is? I've cleared everything else in the Crystal Pits except that section to the right of the blue section. There's two doors, one right above and to the right of the blue section and another halfway up an elevator shaft and both doors remain locked.

It's the second weapon you can have, go talk to Jacko, he will give you one of his guitars if you give him his notebook
