These controls aren't changeable without going into computer settings that I couldn't be bothered to figure out.

MOVEMENT:
Arrow keys.
Accelerate is up. Reverse is down.

BOOSTING
Function key.

ITEMS:
< > and ?, corresponding to items in slots 1, 2, and 3.
Green items are mines, which drop a mine behind you.
Red items are dependent on the car, but usually a type of machine gun.
Purple items are the rockets that do a lot of damage.
Glowing items are boost.

SIDE SLAMMING:
A and S.
(It is unclear what this does, the keys are too far away to reliably use them.)

HONK:
