Right click on Team Fortress 2 in Steam and go to Properties
Change the language to your language and write this in the launch options:
-audiolanguage english

Voices in your language and text in english

Right click on Team Fortress 2 in Steam and go to Properties, change the language to your language (in this case, spanish).
Right click in TF2 again, go to Manage, and to Browse local files. The folder "Team Fortress 2" will be opened.
Go to the "tf" folder and find the files tf2_sound_vo_YOURLANGUAGE_, like in the image (in that case, tf2_sound_vo_spanish). Copy the files to another folder (for example, to desktop).
Change the language to English again. The original ´tf2_sound_vo_YOURLANGUAGE_´ files will be deleted, that's why it is necessary to copy them.
Copy the backup files to the "tf" folder again.
Go again to Properties y write this in the launch options.

-audiolanguage YOURLANGUAGEINENGLISH
