Well, this is not a problem limited to mods. It's a vanilla AI issue. Even in vanilla, HOP freighters die crossing enemy territory.
In addition, the situation you describe does not occur in my environment, and there was no negative impact on HOP, so I don't care.

If i remember correctly, in Japan became a World Power after a recession and before the colonization of Space started. Japanese is therefore the base of the current language written in X4.
