Welcome to SR:"Fallout" ALPHA this is still very early in development and some nations are still "Buggy".
Do not play outside of the USA or you will be playing a building simulator. Most if not all content is centered around the West Coast of America, the East Coast is currently being built for the next Alpha patch.

IF YOU CAN'T SEE THE MODELS,FLAG OR PORTRAITS MANUALLY PORT THE GRAPHICS FOLDER TO YOUR MAIN SR:2030 FOLDER!
Go to your ProgramFile(x86)/Steam/Steamapps/Workshop/content/2093410/3111481857
once there grab the graphics folder and go to your main Directory
ProgramFile(x86)/Steam/Steamapps/Common/Supreme Ruler 2030/Graphics
And Paste the whole folder in there it will fix the issue!
