Injured "To the Rescue" Lines When Slowed

A script that makes survivors play their "This is as fast as I go" lines when using the "To the Rescue" vocaliser command when below 40 HP. These voice lines are usually only used when another survivor tells everyone to get inside.

Will NOT conflict with any other talker addons.

Local/dedicated server only.
