For example, by running an all-sniper squad, you will end up spending just around one thousand bullets throughout the entire game, turning ammo from an important resource into loot. :D
There are some exceptions to this rule, such as when the game tries to present large battles, but even these can be approached peace-meal. Since the player would be expected to bring a versatile party, the game either gives you small groups of enemies or provides choke-points to run them at you from a few directions. Having a machine gunner would be useful in such situations, but the number of spawned enemies never overwhelms the critical shot cool-down.
A sniper-rifleman multi-class is all that you need. Give 1 level of medic or grenadier to a few soldiers and you're golden.
It takes a while to get sniper to lvl 5, and if you use the critical shot ability, you basically give your position away to every guard who can hear you, before you try to make that hasty escape.
The early tactic I did was have 2 riflemen with sneaky steps and quick movement, and someone who could throw rocks. Throw a rock to lure the sight of the target in a crowded area, ooh piece of candy, then WHACK. Can take out an entire camp of 6 without wasting a single bullet.
TLDR, 2 lvl 2 Rifleman + lvl 2 scout = Low Budget assassin squad.
