TI Rebalancing

A personal modification for Terra Indomita. Modfies the AI a bit to try to have it build more useful settlement buildings and have better fortlines. The fort AI modifiers have barely been tested and may not quite work as intended. I mainly wanted to keep the AI from building certain settlement buildings that I felt were useless and kept them from making good money.

Barbarians are stronger.
