If i had to guess, i would guess that the person was using the mod that adds reloading animations. That is a great mod but is often broken by updates. When its broken it prevents some units from shooting entirely.

@huey30 I didn't know that, they never mentioned they were using mods.

Usually when people are having this problem it is because they are using a mod that changes animations and a recent update has broken the mod just so you know for future discussions
