I can load my previous saved game and it works but the beginning character creation does not. It's so weird because I can play the spot right after character creation but I however cannot start a new game because of this issue.

looks like rendering issue on your GPU; either because the game wasn't tested on that GPU, or there may an issue with the GPU itself.
When Elex2 was released, absolutely nothing would render on one of my GPUs, except for the 2D skybox :) They did fix that issue after a few days.
