If you see something without a matching pair (for example, a weapon listed without a specific talent setup in the same column), that just means it fits best with the closest one.
The differences are generally minor though, so feel free to mix things up — most combinations will still work just fine.
Take the Unchained "High charge" build for example:
Flaming Flail goes with "2-1-1-1-2-2"; while the other 3 melee weapons go with "2-1-(1/3)-1-2-(1/3)".

I probably wanted to write it like "take one or the other" but my brain didn't work.
I just corrected it for Stamina + either one of the two damage resistances.
With Necromancer you want to apply burn debuffs consistently to take advantage of "Malediction of Nagash" and deal bonus damage.
You can use your staves to apply it, but since that build is melee focused, you don't always have the time and space to swap to your ranged weapon.
"Dread Seneschal" is also good to protect one of the flanks, but you are loosing a big chunk of damage. It can work just fine, though, specially in low difficulties.
