All contracts are always in the game, the location of the villages is randomized to some degree.
When the run is going I export 20,000 sulfur (highest trade outcomes/easiest setting), for 22,500 sludge.
I have a level 6 sulfur mine (infinite world mines) , no offices (yet); And my 8 cap sulfur dock is easily able to keep up with the supply of all that. In fact, I have to stop it most the time as the boat sits there doing nothing far too often.

Do you have a rough estimate on how much sulfur is exported for fuel gas? Some of it will probably be used for different parts of your island.

I currently have a population of a little over 2100. They are all fed by only 5 farms, with the compost being used to create Organic Fertilizer.
I have a line of 40 Anaerobic Digesters, all my exhaust is filtrated, waste is burned in 2 Incineration units, and every vehicle is on an HFC except for the main ship. I have a 0.0 pollution rating; And without this method, it could have never been possible. I also never even set up a '3 stage' oil distillation plant.
It works like a charm; And far too useful to not feel like cheating. But it's not cheating. It's just highly effective.

I made a bold move and switched my Diesel setup to a "Crude to Hydrogen" cracking and while I made some backups before hitting the GO! and having some doubts, there is no way I will ever NOT do this on a new map!
Diesel was obsolete for me before I even went nuclear thanks to this. I only keep a small buffer for my main ship (which can indeed not be switched), because I stopped my world map exploration for now and will need it later. The system will always fill this buffer first and then crack the Diesel further down.
I got a drop off-storage for "waste" Fuel Gas from Waste Water treatment (I don't run P.O.O.P on my current island), the only bottle neck would be dropping too much external fuel gas into the system, since that would lead to Naphtha running dry and killing my rubber/plastic as well as Ammonia production.
Good guide, and very useful still, just in a different way (at least for the HFC users).
*Not sure if you can, or can not, switch that ship over to a HFC.
