That's right, I think the first sentence of the MOD description has made it very clear.
And the web link is normal and there is no problem.
The images are also just taken from Lucy's Adventures in the game itself.

as far as I know playable lucy (in challenge mode) doesn't have rare skills so the golden skillbook can't give her skills (since it only gives you rare character skills)
