A War in Ningxia

Adds a war and associated content for Shanxi and Xibei San Ma.

If you have Waking the Tiger enabled, and would like to play the new mini-tree alongside the warlord tree, there is a game rule to allow it.

Compatibility
Compatible with any mod that doesn't touch China content or the generic focus tree.
Not achievement- and multiplayer-compatible.

Created for HOI4 Modding Den Jam 32 - "Create a country (or expand a country without content) with a max of 30 total focuses, decisions, events, ideas, and characters".
