This achievements you get by playing the game. You can use command /nm_id to force next mission to be set to specific calls. But you cannot use the same id twice in a row. In brackets are call ids. You have to complete 10 calls per achievement.

To do those just play the game.

Enter the civilian mode and be a reckless driver. If you use emergency services roles you will get minus points if props are hit, so use civilian mode. In total you have to hit 1110 props.

At some achievement are tips how to do them.

Holiday! spawn at Desert Town and drive to the city
Bring Them In: decide what to do first. This achievements or the bottom one.
Take Them Away: decide what to do first. This achievements or the upper one.
Stop! You've violated the law!: Drive around and scan vehicles and stop them.
Can't park there!: Use tow truck with calls for tow and drive around and ticket violating vehicles.
SHOCKING!
Deflating: Shoot tires with a rifle at fleeing vehicles for example during traffic stops
Traffic Manager: Spam cones and traffic flares around
Dude, Where's my car? Use tow truck with calls for tow and drive around and impound violating vehicles.
