The description of this achievement states:
"Arrest your first suspect or civilian"

Arresting an NPC requires you to use handcuffs, you have to use your interaction key (F by default) to shout at them for compliance, or use force if they're hostile. Then, what you need to do is when they are laying on the ground or on their knees with their hands up, you go behind them and use your interaction key (F by default) to arrest them. That may be complicated for some, because the animation takes a couple of seconds, in which you can be shot. This is the hardest achievements in the game so good luck!
