If not, from the main menu, go into mod manager, TURN OFF Unlock Fabricator (which is this mod). Go back to main menu. Then go back into the mod manager, TURN ON Unlock Fabricator. Do a test run of Trading Outpost.
It turns out, exiting the game outright isn't necessary. But any time you've started a play session of S:AD with this mod on, if you want to make a new game, you'll probably need to do the above to get this mod to work.
But once you start a game save with this mod working right, then it won't be an issue until the next time you want to make a new campaign.
Side note, this mod seems to be a bit wonky with the Mercenary Outpost mod(s), as that scenario mod does also have fabricators and mechs, but if THIS mod isn't loaded correctly, you won't see a research option for Food Fabricator, which all the other Fabricator researches rely on. This is partly a note to myself, since I know I've ran into this issue a couple times, so Future Me can see this and remember to check if this mod is working.
This mod is working fine. And there's been no update to this mod since it was posted.
