Longer Buff & Debuff Spells (experimental)

Title says it all. All buff and debuff spells (the kind that cost winds or are bound versions of spells that cost winds) have had their durations buffed by a minimum of 30% and last at least 30 seconds. I did not play test this so have fun, feel free to shoot feedback.

Notable exceptions:
- Light's Net of Amyntok, Ruin's Howling Warpgale, and Slaanesh's Phantasmagoria did not have their durations changed because of how powerful net effects are.
- Jade Shield is only 20 seconds (40 overcast) because it's already a cheap 44% ward save on any unit.
- Missile Mirror was also left untouched due to its unique status as a "not really damage spell but it's a damage spell".

Other notes:
- This will make it harder to spam spells everywhere due to the "active" time being higher so be careful
- If anyone requests I will make a list of the numerical changes tomorrow
