In this scenario, peeps you use in making ship also count in 1000 peeps goal, but they will become sad when they stay too long on ship without working(transport or something).
If you use scout ship,it will send a peep on a land, that dude will stay in positive emotion because of loneliness,and that peep also count in 1000 happy peeps goal ! And that peep don't need food,drink ,house and cloth!You are not responsible for him!
So...you can change goal in this scenario.All you need to do is "Exile them to an island you haven't colonised ",1 scout ship need 5 woods and 5 tools.,very easy to collecting!
