Raid vests are surprisingly lightweight. Indeed I couldn't find a good reason to use the default plate carriers. Except that I'm too lazy to change it lol.
The need to defend against pistol rounds is... simply not there.
+ high cut LVL2 has no speed penalty (literally -0% move, -0% turn), so it's the rangers' best option for speed maxxing; no need for IHPS
for the CIA it's the bump helmet; it adds speed (+2% move, +1% turn)
helmet saves aren't useful anyway
+ for armor, it's best to use raid vest 3/4; raid 3 has better mobility than soft armor, lol, lmao even
there's no reason to use the default plate carriers imo
