There's a file called
\Base\Assets\Gameplay\Data\maps.xml
you can change the number there to a specific number per map size. This mod is a more elegant way to do it of course and I recommend it, but before I learned to mod I edited the XMLs and that's just something I forgot to turn into a mod so ya I find for small maps (I play with got lakes and very little water, zero desert or snow, so ALL BUILD SPACE) I find 10 a good number.
It honestly depends on how much build space you have. There's also mods that let you choose (or more importantly, make sure they don't spawn!) wonders too. I'm not a big fan of too much randomness so it all depends on your preferred playstyle.
