In order to get this line, you must be conscious of your responses throughout the entire game up until that point; whether you get the line or not is based on how your character speaks. As far as I'm aware Cove's personality does not affect your chance of him saying this line, but if you'd like to be safe, set Cove to have a warm personality.

I would recommend starting a new file instead of trying to resume one from another point. There are not many opportunities in the first two steps for responses that greatly impact your character's personality in a way that is relevant to this line, but having more direct (blue) responses may help you. When you get to step 3, you will have several chances to cuss, as well as say/do more 'raunchy' things. These options are the ones you are going to pick in order to get this line. In my walkthrough I do not complete any memories, cuss every time the opportunity arises, and do the highest level of physical affection with Cove available at any time. If you do these things, you should be able to get the line, however if you'd like to guarantee it, I have provided a choice-by-choice walkthrough below. Enjoy!
