And I disagree with it being a sandbox, imm-sims have plenty of restrictions, it's just restrictions that makes sense given the games world. Meanwhile in a sandbox you don't have many limitations out of those needed for gameplay reasons.
a great blend of action elements or stealth based avoidance. the world does somewhat react to your choices though somewhat minorly, i love the concept of investigation.
heck you can even throw your melee weapons at enemies or shoot Molotov's in their hands and watch them explode
the only issue being its not as emergent in levels as other immersive sims can be,
