Fair Campaign Upgrades

Did you know that depending on your ships class, you may get an extra max level on a ship upgrade or even unlock a new upgrade such as being able to have a mineral scanner on your navigation terminal? Well now those restrictions are gone, and any ship regardless of class can do it all. (Tier limits still apply as normal)
