Your army size *might* have been the cause, but that is where we touch upon the limitations of the game. I will do a map update with my latest file just in case.
If I had to guess maybe my army was too big so the game capped it but from what I remember that didn't happen.
I think I opened up the script as well and they weren't present as reinforcements. Again though if doesn't really matter as they wouldn't have made much of a difference with one shot powers.
It is indeed a more railroaded and slow one, as the contest it was made for was focused on environment, not gameplay.
Regarding your feeback on the special units, they should spawn with the reinforcements. You have to physically capture the neutral estate, with the triggerpoint for them spawning being on the keep.
As stated in my previous comment Bedivere and Percival weren't present as well although even if they were the fact you can only use their abilities once would have probably had the same result.
The map was still beautiful though.
