also it was looking in production section as cannot build able because of no suitable location to build it. ;/

bro same happened to me with the dam in normal game with a few mods +(without this mod) my issue was with the dam construction, it was somehow cancelled and the dam was look right in it's place in river but i couldn't avaible to either delete it or countinue the construction :// and it was'nt giving the adjency bonus to adjencted industrial area..
