报告翻译问题
I just ran in to that issue as well.
I found that after you run execute to see the battle plan in action.
Don't hit "close" in the tactics screen like the game says, for me, it seemed to reset it, like it sounds like it is doing to you. Instead, in the top left corner of the screen should be a small square overlay that is hard to see anything on it, it is somehow a working short cut, for lack of better words, that should take you back to the faction screen that then has another "Execute" button that lets you progress forward in the mission.
I also found, that once at that raid, holding left control and right mouse button seemed to move to the next phase, but also skipped the the rest of the phases as well.
I successfully moved one single phase forward with just the left ctrl and middle mouse button.
