Reworked Weapon Handling

Makes all weapons have 100% first shot accuracy, have 8192 range (Excluding shotguns), and many other tweaks such as reduced falloff, and increased spread per shot, as well as a CSS sniper rebalance to make them somewhat sensical instead of haha funny 20 round mag useless machines.

Missing your shots should be your fault, not the game's fault, made partially for l4d2VR mod users.
