Bad seeds can make resources difficult, you may need to rush water in your case. Getting a high population early could also be one of the reasons for your Ice shortage. You still need Ice to provide food for everyone unless you created crater farms.
If you want to get an idea of the resources in an area, zoom out at the beginning and you can see where the resource clouds are located and just start over if you get a bad seed.
I might be wrong but I am pretty sure that you can use tent cities at the same time that you can use crater cities as long as you did the research. Are you thinking open cities?
this trick has a requirement: new landing site has to be drop in an UN-scanned area in order to get all 6 basic mines. it's a balance breaker, try it and it changes the pace of the game.
it's true that tent cities also works, but that becomes usable after you finish stage 4, which is a lot later, where crater city doesn't have stage limit.
on the other hand, water level thing used to be very stable if you simple don't import water from Europe, don't crash meteoroids of ice, it would STOP at 550 m. i guess the dev team thinks we are not "per aspera" enough and added the change.
I don't think that I used Crater Cities much. I mainly jumped to Tent Cities and used crater to boost research and Organic Material Dumpsters where I had a good forest locations.
I did try to mine as much Ice as I could, since the game does say that effects the rate that the water level rises and Water Packing Plants were supposed to reduce it. I did keep some regular food factories active is the areas more distant from water, which would use that ice as well. This is for things like Research Outpost. When I Mine ran out. I would normally replace some with a Packing Plant. You just need to make sure that you have enough Water Treatment Plants to supply the Packing Plants.
Just notice: Water level had a big change in the Home DLC. So, water level is constantly rising now. This is a big impact and requires new coastal strategy.
