The Highest Point of Gotham is located in Founders island on the Wayne Tower antenna. To reach this red antenna you want a full grapnel boost from the roof of the tower. After the full boost you need to glide as high as you can then angle yourself towards the antenna. This is the part that may take a few tries but keep trying to land on the antenna by getting good height along with a good angle.
