The German Question scenario which gives Japan more sources of oil and metal to begin the game. Incorporated Manchuria, added two cities, boosted production a bit and changed most open field farms to plantations. Building up your production will give you a massive advantage as most cities have between 10 and 20 production to start. Research is also boosted with about double the starting research of most large nations.
Siam is a good first target. Nobody will protest too much. Avoid going after the Dutch oil until you have a large enough navy (lots of submarines) to defend against the Dutch counterattack. Try to avoid upsetting the British and the United States. Getting into a war with either one too early will make things difficult.</
